Performance Issue - Search On Assisted Scheduler Takes A Long Time (Doc ID 748157.1)

Symptoms

-- Problem Statement:
On 12.0.4 Production
Find that the search on assisted scheduler takes a long time and this is happening after the upgrade to R12.

-- Expected Behavior
It is taking about 2 minutes and 44 seconds. It should take less than 8 seconds. The dispatches are going to have customers on the phone waiting.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
Dispatcher Responsibility 
Navigation: Service Request >> Find Service Request >> Search for SR >> Select task (In-planning)
>> click on scheduler button >> select territory qualifiers, assisted, skills >> Click Search button
