Changes On Order Header Cause Ordered And Request Dates To Re-Default

-- Problem Statement:
On 12.0.4 in Production:
Find when an order is updated (for example, ship to address is changed), the order date is also changed to the SYSDATE when the change was made.
This issue was fixed in 11.5.10 in <Bug 4491053>
Expect the Order Date should never change unless the user manually changes the date on the order.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create a Sales Order
2. Order Date is defaulted to Today's date.
3. At some other later date, change the ship to address on the order.
4. Find the Order date is also changed again to today's date.
