There Are 'Object Locks' Not Being Cleared On A System Restart (Doc ID 748273.1)

-- Problem Statement:
On, Find that there are quite a significant number of Table locks with lock date, (Since column in the Event Diag Servlet) that are more than 2 months old seen in the Object Lock Diag Servlet.

Expect that the locks are cleared as and when Application server is re-started

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Log on to OTM as an ADMIN user and go to the Object Lock Diag Servlet
2. Click on the Table Locks button
3. See that the there are a number ( hundreds) of locks that show a Since column (time when the lock was
initially created)  showing a value with a date that are a few months old

The issue has the following business impact:
Due to this issue, users are concerned if performance is affected due to this
