Personalization links do not appear in the HTML pages, but the 'Personalize Page' link does appear at the top of the form.  How do you get the Personalization links to appear in the form.

 If the profile option 'FND: Personalization Region Link Enabled' set to 'Minimal', the links will not appear on the page.  The profile option needs to be set to 'Yes' for the links to be displayed.
