Install Base Transaction Error Stuck in CSI_TXN_ERRORS Without an Error Message (Doc ID 748888.1)

When attempting to ship an order for an Install Base tracked item the transaction fails with an error in CSI_TXN_ERRORS without an error message

The issue can be reproduced at will with the following steps:

1. Ship Order for an Install Bases tracked item
2. Check error message in CSI_TXN_ERRORS table
