Could Not Open File When Creating Wallet File (Doc ID 748931.1)

Symptoms

When setting a wallet location I get the following error :

Could not open file /<path>/wallet/wallet.sso to read data.

Steps:
Payments Setup Administrator 
Oracle Payments Setup > System Security Options
