Eco Propagation, Fails If The Operation Sequence Are Different In Diff. Org. (Doc ID 748934.1)

-- Problem Statement:
On 11.5.9 in Production:
When attempting to propagate ECO to child organizations,
the following error occurs:


-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1) Created an Organization Hierarchy with 'Test' organization as the Parent, and child organizations as 'Test1' and 'Test2'.

2) Created the Bill of material at 'Test' and copied the same BOM from 'Test' organization to 'Test1' and 'Test2' organizations.

3) The Bill of material is updated in 'Test1' & 'Test2', ie., the operation sequence is updated according to the individual organization.

The Operation sequence in 'Test' is 1.
The Operation sequence in 'Test1' is 10.
The Operation sequence in 'Test2' is 20.

This operation sequence is different because of the practical reasons.

4) When trying to change the BOM's per quantity against the item, the propagation fails.
