Cannot Scroll During Drag and Drop Method of Appointment Scheduling

Symptoms
In OTM 5.5 CU5, the Manage Appointments screen does not allow access to all records under a resource type due to the way the drag and drop and scrollbars work. Depending on how many unscheduled shipments you have and how many resource type records you have, a user is not guaranteed to be able to drop the shipment in the desired resource type record.
Furthermore, if you have more than one resource type, you might not be able to drag a shipment to one of those resource types because it is off the screen and there is no way to scroll to it.
