Symptoms
When attempting to use Journal Wizard to upload budget journals, the List of Values (LOV) for Budget returns no values.
It is expected that a budget that was created earlier should be available.
STEPS TO RECREATE:
1. Budget is newly created or already exists, Budget Organization and Accounts are assigned
2. Navigate to Journals > Launch Journal Wizard > Select 'Budgets - Single' Layout and Create Document
3. In the Excel Journal Template open Budget LOV and query problematic budget
4. Budget LOV returns No Values
