Pattern Based Optimize Does Not Find Optimal Solution With No Constraint

This problem can occur on any platform.
If there is no loading_configuration_profile constraint defined on the order release - ship unit or on the itinerary leg, then the pattern based optimize planning engine fails to find the most optimal result of CROSSWISE loading pattern. If you specify CROSSWISE as a constraint, this result is proven to be possible and a better solution.
As an example, click on Ask-OTM -> Container Optimization, and define some Ship Units in the data grid. Without selecting a "Load Configuration Profile ID" for any of the ship units, the CROSSWISE option is not selected (although the optimal solution) when clicking on the "Optimize" button. If a "Load Configuration Profile ID" that includes CROSSWISE loading pattern is selected for the ship units, then this solution is selected when clicking the "Optimize" button.
