Why lead qualification rule is not fired once the lead is qualified ? (Doc ID 749877.1)

Goal

It's observed that, the Qualification Rule will be fired only when the lead is not qualified. There is no way to disqualify a lead which is already qualified.

Example:

Customer created a Rule to Qualify a lead based on the Budget Amount (which is greater than X). As expected, Lead gets qualified when lead is
created with budget amount > X. Now, the lead is updated as budget amount < X. But the lead is not getting disqualified.

Is this an intended functionality ?
