Symptoms
All Chinese localization ASCII Text reports when viewed online have garbage characters embedded
within them, even with the correct character set encoding selected in the browser.
However, when the same request output file is FTP'ed to the client desktop and viewed with the browser, the Simplified Chinese characters are correct.
Changes
A while back, the instance's character set was changed from US7ASCII to UTF8.
