Special Services (Accessorials) Do Not Rate When There Is No Order on a Shipment

This problem can occur on any platform.
Special services (accessorials) are not rated when there are no orders on the shipment that is being rated. This issue occurs when rating a shipment with no orders (For example, Shipment As Work - SAW Shipments) or when running RIQ Find Rates.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1- Navigate to Transportation Planning and Execution > Shipment Management > Buy Shipments
> Create new manual shipment/Shipment As Work (SAW).
2- On the shipment "Financials" tab > define both Rate offering and rate record
that has a base and Accessorial Cost
3- Select the shipment > Actions > Change shipment details > Recalculate shipment cost.
4- The result is that only the Base Cost is calculated and the Accessorials are not calculated

The issue has the following business impact:
Due to this issue, users cannot rate Shipment as Work accessorials.
