OE_ORDER_PUB.PROCESS_ORDER is Not Adding Modifiers to Order Lines in R12

Symptoms
Find using oe_order_pub.process_order API to add surcharges to order lines,
the process runs successfully but the none of the lines have the surcharge added.
Steps To Reproduce:
1. Run wrapper to call the process order API
2. Responsibility = Order Management Super User (or equivalent)
3. Navigate to: Orders, Returns > Sales Orders
4. Query the order
5. On the sales order line do actions > view adjustments
The surcharge modifier is not added.
The unit selling price has not changed.
