CREATED_BY and LAST_UPDATED_BY Audit Columns in XDO_LOBS Are Not Populated Correctly

Symptoms
When reviewing audit columns in XML/BI Publisher table XDO_LOBS discovered the CREATED_BY and LAST_UPDATED_BY columns contains incorrect data. Columns do not match the FND_USER.USER_ID in XDO_TEMPLATES_TL and XDO_TEMPLATES_B.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Make a change to a Administrator Template record or add a new record in the Templates form of XML/BI Publisher Administrator.
2. Query the tables xdo_templates_b, xdo_templates_tl amd xdo_lobs to check the columns data.
