Backup Collector Unable To See Own Work Items (Doc ID 752046.1)

When IEX: Work Queue Access = Restricted. 

Suppose you have defined two Collectors  C1 and C2
Setup C1 (with 2 work items) as a backup collector for C2  (with 3 work items).
Now, C1 can only see C2's work items, not his own.

Steps to Reproduce
1. Find two collectors with work items.
2. Log on as each, and check the UWQ to find out how many work items each collector has.
3. Login as Collections Forms Administrator > Collector Reassignment and then assign one
collector as backup for the other collector.
4. Log on as each collector and check the work item counts. The Backup collector can no longer
see his own work items.
