'ORA-01843 Error In Isupport When Selecting Account Tab in Different Languages (Doc ID 753026.1)

Symptoms

When a user is logged in with an NLS language and selects the account tab in isupport it causes an error. message . But if the uses clicks the account tab in English language, it will not
show any error message.

Error Message
The following error occurred:

java.sql.SQLException: ORA-01843: 不是有效的月份
No further information.

Error message translates in English to:

java.sql.SQLException: ORA-01843: not a valid month


The issue can be reproduced at will with the following steps:
1. Login to iSupport.
2. Select account tab
