FSTP Error "Specified Carrier Code is disabled or invalid for this Organization" (Doc ID 753180.1)

Problem Statement

A parts order is created and the order is processed. When trying to receive the parts via the Field Service Technician Portal (FSTP), it says the parts are received successfully but the shipment record still appeared and parts are not available in the sub-inventory.

This is happening when the carrier code is not assigned to receiving organization. In one transaction where the carrier code is not assigned to the receiving organization, users are able to receive it successfully from the main application, but the Receipt is not successful in the FSTP.

Error message in 'po_interface_errors' table:
Specified Carrier Code (CARRIER = TECH) is disabled or invalid for this Organization.

Steps To Reproduce
1. Create a parts order from Debrief.
2. Process the order.
3. Receive the parts in the Field Service Technician Portal.
