Symptoms

-- Problem Statement:
On 5.5.03.06, When attempting to add a Low Range and High Range Value of Canadian Postal Codes in
the Region Screen, the following error occurs:

ERROR
java.sql.SqlException:ORA-20001:No postal code found between <low Range value> and <High
Range Value> ORA-06512:at "GLOGOWNER.RRL", line
597 ORA-06512:at "GLOGOWNER.RRL", line 675 ORA-06512:at line 1

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create canadian postal codes via Postal Code Latitude/Longitude
2. Add the lowest and highest canadian postal codes in the Low Range and High Range value on the
region screen
3. Click finished and the error message appears

The issue has the following business impact:
Due to this issue, users cannot add Canadian Postal Code Ranges
