Symptoms

When attempting to modify a custom schema's (XX) password with FNDCPASS the following error message occurred:

APP-FND-02704: Unable to alter user XX to change password.
APP-FND-01564: ORACLE error 1403 in changepassword
Cause: changepassword failed due to ORA-01403: no data found.

STEPS
The issue can be reproduced at will with the following steps:
1. Log in as the Applications Manager O/S user, set the APPS environment and then execute

FNDCPASS <APPS USERNAME>/<APPS PASSWORD> 0 Y <SYSTEM USER>/<SYSTEM PASSWORD> <SCHEMA> <SCHEMA PASSWORD>

BUSINESS IMPACT
The custom schema's (XX) password will expire and access will be lost.
