sysman/lib32/libnmeoci.def: No such file or directory when cloning to 64-bit on R12 (Doc ID 754081.1)

When attempting to migrate Oracle Applications 12.0 from 32 bit to 64 bit, the following error occurs during relinking while running adcfgclone appstier :

undefined `cat <DIRECTORY>/apps/tech_st/10.1.2/lib32/sysliblist` -ldl -lm
cat: <DIRECTORY>/apps/tech_st/10.1.2/sysman/lib32/libnmeoci.def: No such file or directory
cat: <DIRECTORY>/apps/tech_st/10.1.2/lib32/sysliblist: No such file or directory
gcc:<DIRECTORY>/apps/tech_st/10.1.2/sysman/lib32/libnmeoci.a: No such file or directory
