This issue can occur on any HRMS applications version 11i and R12
This issue can occur on any HRMS patching level


Goal

 Open employee address screen within Oracle HR responsibility > Enter a new 'primary' address for the employee >  Save > Receive error

A payroll exists which pre-dates the start date for this address.   If this is an update then please enddate the last primary address and create a new record for the new primary address.
If this is a correction then please retain the original start date of this address.
