Unable To Send Documents.

This problem can occur on any platform.
-- Problem Statement:
On OTM 5.5.05, When Attempting to Send Documents from the Document Manager, using the Send Document Action, no e-mail is sent to the Recepient
Steps to Reproduce:
1. In OTM, go to Business Process Automation - Document Management - Document Manager
2. Search for a dcoument and select it
3. Click on Actions - Send Document, Provide a Contact ID and Choose E-mail as Communication Method
4. The e-mail to the contact is never sent
