Symptoms

On 12.0.4 in Production:

When attempting to process life event from the benefit service center, the following error occurs:

APP-BEN-92748 No coverage exists when retrieving the coverage value for activity base rate of type multiple of coverage, multiple of compensation and coverage, multiple of premium and coverage, multiple of parent rate or set annual rate equal to coverage.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1. Go to benefit service center
2. Query the employee
3. Run the process LE
