Quick Pay Errors When An Element Is Fed To The Balance Chapter VIA Deductions (Doc ID 754901.1)

Symptoms

On Release 12.0:

When attempting to run a Quickpay when the element "XX Life Insurance Premium" is attached to the
employee the following error occurs when the element is setup to feed the balance "Chapter VIA Deductions":

However by removing the element feed to the balance, the error is not encountered

ERROR
Error was encountered processing assignment nnnn
Assertion failure detected at location pyibccv:1.
Cause: an internal error has occured at location pyibccv:1

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create element and attached to employee
2. Feed the element to the balance, 'Chapter VI Deductions'
3. Run Quickpay and error is returned
4. Remove element feed from the balance, rollback and run quickpay again, the error is not replicable.
