On Websphere Application Server - When Running Rate Inquiry (RIQ) - org.omg.CORBA.BAD_OPERATION Error Occurs (Doc ID 755348.1)

Symptoms

-- Problem Statement:
On OTM Version 5.5 CU4, Running on Websphere Application Server, When attempting to obtain a rate from the RIQ, the RIQ does not return any results and when attempting to view the logs, there are no logs created or seen from the UI.

Error Message Received:
No Rate Offering Matched.  Sorry, we have found no rate offering that matches your inquiry.

The following error is seen in the logs as well

Error Exception org.omg.CORBA.BAD_OPERATION:

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Navigate to the RIQ screen. Input Source Location ID and Destination Location ID
2. Click on Find Rates. No Rates are returned.
3. Navigate to Configuration and Adminisration > Process Management > System
4. Select user Log ID and then click view results. No Logs for the RIQ are returned
