When you define a business purpose you can click on the Details icon and maintain more information in the Site details page which has 3 sections: Accounting, Site Use Details and Order Management.
However, if you associate a User-defined business purposes (i.e. not one of the seeded business purposes such as Bill To, Ship To, etc), when you click on the Details icon, only the Site Use details section is displayed.
In Release 11i, you were allowed to create/maintain data in the Accounting and Order Management tabs, and you need the same functionality to be available in Release 12.
