Symptoms

-- Problem Statement:
On 5.5, When running a report as a user whose date preference is set to YYYY-MM_DD, the report does not work and generates an error.
ERROR
REP-771: One or more PL/SQL libraries have been modified since the report was saved.
The PL/SQL will be recompiled.
REP-1401: 'afterpform': Fatal PL/SQL error occurred.
ORA-01861: literal does not match format string

-- Steps To Reproduce:

1. Log on to OTM with  a User set to with Preferences to include:
      Date Format:YYYY-MM-DD
     Timezone : America/New_York

2 - Navigate to Business Process Automation > Reporting > Report Manager.

3 - Try to run any report with a Date Parameter Field. For example, choose, 'Carrier Delivery Time Accuracy' click on 'Run (Online DB)'

4 - Enter Shipment Date '2008-10-01' and 'After'

5 - Click Submit.

6 - See the error:

REP-771: One or more PL/SQL libraries have been modified since the report was saved.
The PL/SQL will be recompiled.
REP-1401: 'afterpform': Fatal PL/SQL error occurred.
ORA-01861: literal does not match format string
