Symptoms
Problem Statement:
When a main appraiser creates an appraisal for an employee, gives final ratings, selects 'Request feedback from Appraisee' and then submits, the following error occurs in the Workflow :

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
- HRMS Manager responsibility
- Create the employee
- Manager Self-Service responsibility
- Create an appraisal for employee
- Save As Draft then continue the appraisal
- Give Final Ratings
- Check 'Request feedback from appraisee'
- Submit
- Go to the Oracle Workflow Web Administrator
- See the error
- Create a user for employee
- Run the Synchronize Workflow LOCAL tables
- Oracle Workflow Web Administrator : The error is still there
