HR_LOOKUPS View is not Updated by Changes to Security Group for Lookups - Example: PROPOSAL_REASON, but Changes are Reflected in FND_LOOKUPS (Doc ID 757673.1)

Symptoms

When adding values to a lookup (PROPOSAL_REASON) the HR_LOOKUPS view is not being updated.
The change is reflected in FND_LOOKUPS but not in HR_LOOKUPS.
This is causing problems when attempting to use the Salary Change API's. When attempting to use the Salary Change API's the following error occurs:

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. XX HRMS Manager > Others > Application Utilities Lookups > Query in Type:
PROPOSAL_REASON
2. Note, the global checkbox is unchecked, any values added will be Business Group specific
3. Attempt to pass the 'new' proposal reason via the api and the error occurs.
