Symptoms

On 11.5.10:
When attempting to Start the Workflow Mailer service the following error occurs:

The Service Component Container is not running

Log file:

oracle.apps.fnd.cp.gsc.SvcComponentContainerException: BES system could not establish connection
to the control queue after 180 seconds




STEPS
The issue can be reproduced at will with the following steps:
1. Login to OAM .
2. Navigate to Workflow Manager--> Notification Mailer.
3. Try to start the Mailer services and notice that even the service containers are down.

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot make use of Mailer service.
