Service Provider Contact Weight & Volume Preferences does not Show Drop Down List Values

Symptoms
-- Problem Statement:
On 5.5.05, Service Provider Contact Preference has empty drop down list to show the units to choose from when selecting Weight, Volume or Date Preferences
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1- Navigate to Contract and Rate Management > Service Provider Management > Service Provider Manager > create new service provider > Just enter ID, corporation and country and move to next tab, Communication and Remarks
2.> In this Tab, under the Section, Contact Preferences > Try to set a volume preference, date preference or weight preference.
Selecting any of these does not force the drop down list values to show the units to choose from.
