Validation of Requested By Date In API Wip_eam_workrequest_pub

Symptoms
On 11.5.10 in Production:
You are trying to use the API Interface wip_eam_workrequest_pub.work_request_import to create a work request.
For some reason the Requested By Date is lower (older) than system date (sysdate) (today).
Once the Requested By Date is less than the sysdate, each update fails regardless of the work request status.
The updated field in self service work request allows in each status expected resolution date but it is not possible using the API.
The following steps shows the issue:

1. Use wip_eam_workrequest_pub.work_request_import for work request with Requested By Date less then sysdate in update mode.
