Symptoms
-- Problem Statement:
When attempting to enter a (People, Special Information) Special Information Type in PUI , or to enter an absence in
sshr, an error is raised.
ERROR
Oracle error -20001: ORA-20001: Oracle error -4092:
ORA-04092: cannot SET NLS in a trigger
has been detected in
fnd_global.set_nls.set_parameters('NLS_LANGUAGE','AMERICAN').
has been detected in fnd_global.set_nls.

The issue can be reproduced at will with the following steps:
Login under Employee Self Service Responsibility
Navigate to Leave Of Absence
Submit an absence request
Error occurs at confirmation page
OR
Login under Core HR responsibility
Navigate to People > Enter and Maintain
