API To Re Quote Automatically When It Is Expiring

Goal
When a quote is to expire in the near future (30 days) an auto RFQ notification needs to be sent directly to the supplier that has quoted it in the past. The supplier then should have the ability to re-quote and provide a new price and cycle which is sent back to Sourcing.
Is there any API to create the re-Quote automatically?
