Symptoms

On 11.5.10:
Find the sales order lines are stuck in Fulfilled status with invoice interface activity erroring out with
the following error

ERROR
OE_Invoice_WF.Invoice_Interface(OEOL, 1229, 161591, RUN)
Wf_Engine_Util.Function_Call(OE_INVOICE_WF.INVOICE_INTERFACE, OEOL, 1229, 161591, RUN)

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create Sales Order
2. Release Sales Order
3. Ship Confirm
4. Run Workflow Background Process
