Cannot Create Standard Warranty via Install Base Open Interface (Doc ID 758982.1)

Symptoms

When using the Installed Base Open Interface to create an Item Instance, the Standard Warranty is not being created.

The issue can be reproduced at will with the following steps:
1. Populate Instance Information in the Open Interface and run the process.
2. Observe that the instance is created, but no warranty is created.
