User Cannot Run Reports With User Preference Date Format Configured. (Doc ID 759683.1)

-- Problem Statement:
A user preference with a date format of DD-MM-YYY is configured at the role level (for example). If a user with that role logs in and tries to run a report such as the Order Summary, the date from the calendar is displayed as DD-MM-YYYY but when the report is run, the following error is seen,
Terminated with error: <br>REP-771: 'afterpform': Fatal PL/SQL error occurred. ORA-01861: literal does not match format string. 

The problem is with the query that is run in the file for user preferences. 

If you have user preferences assign at different levels, the query will bring back multiple preference rather than only the ones associated for that user at the various potential levels.
