Cannot Override Commitment Allocation Usage Records (Doc ID 759797.1)

-- Problem Statement:
On 5.5.05, When attempting to override commitment allocation the following errors occur:

Duplicate Row cannot be saved

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Edit an existing commitment allocation record and set the usage percentage of an existing
service provider to zero and set the active flag to inactive by unchecking it
2. Add couple of other service providers with allocation percentages, when saving the second
record, the error "Duplicate Row cannot be saved" is shown
3. Then edit the allocation record by changing the percentage on the original commitment
allocation record followed by adding another record with a percentage that adds up to 100%. When
saving,see the error, Write_Record_Failure
