Access is not restricted after setting access control in contract repository

-- Steps To Reproduce:
Create Contract from the Contracts Workbench Administrator
On the Controls Tab, select Add User in the Access Control List and Apply
Validate, Approve and Sign Contract
Employee, who had View Access is able to update the Contract
