Cannot Add Banking Info To Customer-External Bank Account Already Exists

Information in this document applies to any platform.
When attempting to add a bank account, the following error occurs.
"The external Bank Account already exists
Primary Account Owner of the Account is AAA, BBB (12737)"
The issue can be reproduced at will with the following steps:
1. Responsibility: Receivables
2. Navigation: Customers > Customers
3. Go to Account Details
4. Add a bank account
