How does one control the pop-up window in Order Management for the following scenario?

Unable to increase the price of an item in Quoting with only a Discount modifier (without a
Surcharge modifier). This setup works fine in Order Management.

Receive the following error and the price is not changed: BACK_CALCULATION_ERROR: QP_PREQ_PUB:

The Quoting functionality is that a Surcharge modifier is required to increase the price. But if
there are both the Discount and Surcharge modifiers, Order Management will pop up a window asking
the user to choose the modifier. That is something customer do not want. How can one setup so
that this pop-up window in Order Management does not occur for this scenario?

Is there anything one can do in setup to control the pick list in the view adjustment screen in
Order Management? Ideally how it should work is the same as Quotes in Order Management;
if you increase the price the surcharge list comes up if you decrease the price the discount list comes up.
