Remote Query Reply Interface for a RIQ Query Truncates The Minutes Part In Transit Time (Doc ID 761435.1)

Symptoms

-- Problem Statement:
On OTM Version 5.5 CU5,
When user tries to send in a Remote Query RIQ interface, the transit time value sent in hours is showing the number of hours as a whole number whereas it is expected that the minutes part is converted into hours and shown in fractional digits.
For example, if the Transit time was 22 hours 45 Minutes, then this should show as 22.75 hours, instead it is showing as 22 hours thus omitting the minutes value
EXPECTED BEHAVIOR
Expect that the Minutes part of the transit time is also converted to the equivalent hours and
shown in fractional digits as described above

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Setup rates in such a way that the transit time for a lane has some minutes in it.
2. Send in a RemoteQuery/RIQQuery Interface for this lane
3. See that the RemoteQuery Reply shows the transit time in whole number of hours i.e. omitting
the Minutes part

The issue has the following business impact:
Due to this issue, users are not able to get the exaxt transit time when they use the Get Ship Method in EBS SHipping for a sales order as this method uses the RemoteQuery/RIQQuery interface to get the values from OTM
