Unable To Enter Matching Qualifiers While Creating Sales/Serv Req Territory Type

Symptoms
In R12, during creation of territory types, LOV for matching attributes does not display for
usages 'Sales' or 'Service'.
Steps to Reproduce
=========
1. Navigate> Territory Management responsibility> Territory Types>>>select
operating unit, usage= Sales, enter name OM Territories, check Enable, name select
Account, attribute= % click on icon >>>on search and select: matching attribute
no Items found
Expectation
========
Expecting that the Matching attributes such as 'Postal Code' attribute for Sales and 'Service
Request Type' should be displayed.
