Symptoms

-- Problem Statement:
On 11.5.10.2 in Production:
Find that after applying EOY 2008 Phase 1 statutory update <<Patch 7259999>>, the education loan
garnishment is ignoring the federal minimum exemption. Before this patch, education loan garnishment was deducted only if the disposable wages were over 30 times federal minimum wage.

EXPECTED BEHAVIOR
Expect that the education loan garnishment will be deducted only if the disposable wages are over 30 times federal minimum wage.

The issue can be reproduced at will with the following steps:
1. Run Payroll or Quick Pay for employee with the education loan garnishment
2. Review Statement of Earnings (SOE) to see the deduction amount

Due to this issue, the earnings are incorrect for the affected employees.
