Find that when sending an email from an email server, email source file is showing that the Content-Type: text/html; charset=UTF-8 matches a default value Content-Transfer-Encoding: base64

The expect behaviour is that Content-Transfer-Encoding value be either "7bit" or "quoted-printable" when Content-Type: text/html; charset=UTF-8.
