Symptoms

When attempting to import POs using PDOI, the following error occurs:

SHIP TO ORGANIZATION ID (VALUE=&VALUE) specified is inactive or invalid.

Steps To Reproduce:

1. Insert data into PO interface tables.
2. Run PDOI
