Symptoms
When attempting to create an autoconfig custom parameter for APPS Tier via OAM it fails with a message:

Steps to reproduce:
1. Launch the “Applications Manager Dashboard”
2. Click on “Site Map”
3. Click on “Manage Custom Parameters” (bottom of page under 'related links' heading)
4. Click on “Add”
5. Select “Application Tier” and click “Next”
6. Get the informational message:
"Customization is not allowed on different versions of configuration files."
Changes
Recently upgraded from 115.9 to R12.0.4 +RUP6. Problem can occur after applying any patch that changes the version of adxmlctx.tmp template
