-- Problem Statement:
On 5.5.04, Find that Rate Inquiry ( RIQ) performed between a Source Location and a Postal Code results in Rates that do not have the Postal code set up in the Region or Zone associated with the Rate.
EXPECTED BEHAVIOR
Expect that the Rate Inquiry produces only rates that do have the destination postal code configured in the region or zone in the rates

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Set up Many rates with different service time between a source and a region which consists of
Postal codes and zones. Make sure that some rates include the regions with the destination postal
code to be used in RIQ and some that dont include the postal code
2. Perform a RIQ between Source Location and the Postal code
3. See that rates are shown which do not have a region/zone with the destination postal code
