R12 MSP Integration Runtime Error 91 Object Variable Or Block Variable With Not Defined (Doc ID 764272.1)

Symptoms

While using the Microsoft Projects and Oracle MSP Integration, we receive an error during the Receive Project from Oracle Projects functionality.
The error produced is:

Runtime error '91'
Execution error '91'
Object variable or block variable with not defined

The errors in the BNE_LOG file states:

Error Code: 6553,
Message: ORA-06553: PLS-306: wrong number or types of arguments in call to
'CHECK_WP_VERSIONING_ENABLED'

Reproduction steps:
1. Windows regional setting is set as US English at the time of installing Microsoft Project.
2. Install MSP integration by logging in with user session language as 'English' to self service
application.
3. When receiving the project into MSP from Oracle Project, login using user session language such as 'Portuguese'.
4. The error will appear.
